if you don't wanna pay for new tires then i suggest not getting (even a free) wheel for tubulars. your continentals won't fit :-P

Your logic is totally backwards.
get a set of 700c wheels. Tire options are basically unlimited, while you wont have many choices for good 27 inch tires.
Your deciding on rims ($100-200) based on the tires you already have ($20).
27's are old technology. 700's are what todays products are made and designed for, not that they dont still make 27 inch tires.

My dirty-newbie advice is buy some inexpensive 27" wheels, ride them into the ground, and then buy nice stuff when you have more bux. My fixed gear bike is a hilarious inexpensive mutt but it's still fun to ride and that's what matters.

Just go 700c if you are buying new.
I don't know about you guys, but this is the only 27" tire I can get (with three LBS in my area)

If you're worried about money, sell your Conti's on craigslist. There are probably people out there looking for decent 27" tires. I can't get any good 27 inchers at my LBS either.
Then get 700c rims. You'll have way more tire choices now and in the future.
