for me something that blinks blue is more important than actual lighting. I switched to 35c tires on my commuter so now I can hit the occasional pothole without feeling like i'm going to destroy my wheels so I don't need as much light to see the road, just enough to make myself visible.

New York laws say white in the front, red in the back. I rode with a small amber blinkie for years without a problem but.... you never know when cops might decide to crack down. If you're going to spend money you may as well spend it on something that complies with the law.

Fortunately many do both, mine has blue steady, blue flashing, white steady, white flashing. The blue light is led so it also uses a lot less battery.

I wouldn't use blue in case people decided to think I was a cop. They'd either ask me for help that I can't give or they'd aim for me.
Get a light that you can have turned on all the time, like a motorcycle. There's enough visual mess out there that it helps to stand out from the background.
Then, if you're going to run it all the time, it's nice to not have to worry about replacing or charging batteries, so spring for a dynohub setup.
