Its a complete. But ive seen some salsa bikes and they are nice. under 500 for a complete salsa is really good.

^^^ I just bought the 47cm, and it's a great deal at the price, which is less than 1/2 msrp. Current street prices are $600 to $800. It's actually a road frame for multi-speed gearing and includes a rear derailleur hanger and cable stop under the chainstay, downtube shifter / cable stop bosses, and even a threaded hole under the BB for mounting a cable guide. The rear dropouts are spaced at 130mm. Universal cycles did a great prep job and packaging. PM me if you want more details.

At that size a bike with 700 wheels might not be your best bet. In order to have larger wheels fit the bike it extends the top tube out quite a bit, and usually forces a larger than normal headtube. Its slightly more convenient to ride on 700 wheels, but the bike most likely wont fit you as well. Super small frames with long top tubes dont really make much sense, but they exist a lot because people assume the convince of 700 wheels is worth it, but in the end a bike that fits and a little harder to find tires is always worth it.

I agree with you, but with one qualifier. While it is ultimately a much smarter decision to opt for 650c wheels on a frame this small, it is not without its costs. Finding tires are the least of your problems; I think finding 650c FG wheels (especially the rear) is the more difficult part. I just searched eBay and couldn't find a single 650c rear FG wheel. You can of course build one up or order one special, but it's likely to be more expensive than a set of 700c DP18s off eBay. Plus, if you already have a set of 700c wheels you want to use, then it becomes a lot of extra work.

Having to custom build your own wheels is a pretty minor one time cost. And from my short amount of research 650 rims are similarly priced to thier 700 partners. And if you have a set or 700 wheels they can be sold to off set some of the cost. No matter what the reasoning, it just doesnt make sense to buy a bike that doesnt fit properly. Some initial extra cost will be made up for a more useful bike. At some point any one riding a bike that doesnt fit will want to sell it, and a used bike is severely marked down, plus odd sizes are much harder to sell.

yeah, i agree, OP should go w/ 650, but it does have a downside. But if he/she puts any significant miles on the bike at all, it will be more than worth it.

If the OP already has a 700c wheelset, then they have the hubs needed for a wheelset. Just buy some rims and spokes and your on your way. Could CL the 700c rims pretty easy.

I really like the look of the 722TS and for 389 shipped for the frame and fork it's hard to pass up. What are you going to use yours for? I wanted something for longer rides 30+ miles or so.

Mostly just general-purpose riding. Back and forth to work, cruising around town, etc. I figure the geo would be great for longer rides (at least for my body type) but the lack of bottle cage mounts, fender/rack eyelets, etc may be an issue if you'll be using it as a commuter.
