Okay, 18 years ago, when I was racing my road bike, I had some nice rims built that I put tubular tires. Had 3 kids, quit riding, blah, blah, blah. Am back on my bikes, took rims down from garage, they are in great shape; took tubular tires off. Would like to use the wheels, can I put clincher tires on them with tubes? advance apologizes if I am a moron. Just don't want to get out on a road ride and not be able to change the tire. thank you.

If you roll out with a pre-glued tubular in a seat bag you can change one easily. Or you can clean your rims and start using tape instead of glue then roll out with spare tubular and some tape.
To go clinchers you'll need to replace rims with rims that take similar size spokes or just get another wheelset.

No,you can't put clinchers on tubular rims. There is nothing for the tires to "clinch" onto.

Tufo Tubulars allow the puncture to be sealed on the wheel with their sealant,
and a removable valve core to get the sealant past the valve ,
by removing it for the sealant to go in..
sort of like slimed sewups.
