Ok so I am converting my rear brakes into front brakes because my fixed gear only came with rear brakes. I can skid so I dont really need my rear brakes, and if I ever do switch to ss I would just buy a matching set of front and rear.
Where can I buy a longer recessed bolt for the front? And how do I know the size I need, what if it is too long, should I just take it to a shop and have a mechanic do it?
Also, how can I cut the line? I have some strong scissors and a pvc cutter at most, but no wire cutter. I do not know if those would cut it? Thanks.

Don't know where to get a longer bolt, but I'd advise not to use a scissor or pvc cutter both will fray the cables. You won't get a clean cut and most likely f up the scissor. If you are going to have it done at the shop, just let the mechanic handle it, if not then go out and buy a good cable cutter from a hardware shop or spring for a shop quality Park one.
Get remember to practice safe braking with a condom or cable end cap on the cable ends so it doesn't fray on you.

rear and front dual pivot brakes have different stud lengths along with the different recessed nut length.

get a pair of brakes they usually sell that way.. fit them both.
you never know when common sense may set in, or you need to panic stop to avoid instant certain death.

Measure everything first to make sure it's long enough. Typically you want 1.5x the diameter in engaged threads, so 9mm or 9 full turns.
Wire-cutters and a file will cut and square off brake-cable housing just fine.
