I bought an old stock Scapin frame (without a fork) a few months ago,
and after contacting the company in an effort to identify it, they replied
that if the tube connections are plastered with stucco, it could be a 1998 model.
So, what the flip is he on about?

Stucco is a portland cement based product used in residential and commercial buildings as an exterior finish.
I have NO IDEA what would be an application for a bicycle????????

"It should have tig welding and maybe the tube connections could be plastered with stucco (this procedure was used in that period)."

all the welders i've worked with (west coast) called that "pebbling" or "pebbled". Guess it's a regional thing. Stucco out west = houses. But it has the same texture, so I see the connection.
