I am considering new 700c road wheels with 23mm Velocity A23ims versus the 19mm Velocity Fusions that I have now.
I want to run 28mm Continental 4 Seasons tires with these. Would the sidewalls/rim seat being farther apart and therefore the tire being a lower profile make the tire any more prone to damage?
Is this a dumb thing to do?

This is a smart thing to do. It's not a huge difference, but the wider rim will make the tire more stable when cornering due to the wider support. Removing the tire to fix a flat will be easier, too.

I routinely run 28mm tires on a 22.5mm wide Salsa Delgado rim. No particular issues for me...

Two of my bikes have Velocity Synergy 23mm rims.
The road bike has 28mm Gatorskins, and the cyclo/tour bike has 32mm Marathon Supremes.
Both work great.

I like wider rims as well. For my crazy downhills I like 23mm rims with 25-28mm tyres. More stable cornering and better responsiveness.

I run 25 and 28 tires on my A23 rims with 32 spokes. I was amazed at how stiff they are as I weigh 255lbs. The wide rim prevents tire roll over and I've found that I can run the tires at 10 psi less than on my DT 1.2 rims.
