Hey whats a good mountain bike that can be used for long tours too? round $400ish bucks if say i got it off ebay or used or something. Is that just a dumb question? I guess i'll see.

I use my mountain bike for touring. However, if I were you I'd be going to a proper bike shop and fitting some slicks and SPDs to it while I was there.

The big questions are: Will you be on an unsupported tour, carrying lots of gear for camping and cooking etc? Or will you be on a supported tour, with your stuff in a van and a motel at the end of each day? And, will you be riding off-road? The more load-carrying capacity you need and the less help you can expect, the less you want to depend on a bike with an unknown maintenance history.
Additionally, I don't think much of buying bikes for touring that you can't test-ride first. Riding 50-100 miles a day requires a bike that fits, absolutely fits perfectly. The time to decide that your bike's seat tube angle is too steep or the top tube is too short is not when you're 500 miles from nowhere with your knees locked up or your lower back screaming in pain.
Can you talk a little bit about the terrain, distance, and type of touring you're thinking about?
