Looks like your basic Schwinn, it's a newer bike but it should be serviceable.

It's old, it's heavy, but for $35 and if you need a bike and if money is tight then go for it, otherwise I'm not the kind of person that would buy it no matter the price. Ride it first to make sure all all works. Then offer $30. Then go to Nashbar at http://www.nashbar.com/bikes/SubCategory_10053_10052_200527_-1_200276_200327 they still have a good selection of 27" tires for cheap, get a pair of decent ones on sale. Then your going to need tubes more then likely. Also check to make sure the rim tape is fraying or the spokes are poking through it.
Your LBS should have brake pads available for it, if not the internet is your friend.
+1 Really the bottom end here. But well worth $35. So it really depends on your budget. If you are on a very restricted budget, go for it.
But if your budget allows, I would keep looking. You are not going to find a good bike on Craigs List for $35 unless you happen to scoop up something really quick, lightning fast. There are too many scoopers out there monitoring C/L continually that pounce on the really great deals.
Even in an average market like I live in, the super hot deals last 15 to 20 minutes.
