Pretty much any LBS branded bike in OK condition is worth $30. The questions are more like what are you looking for, and is it your size? Doubt it will last long. But it is a low end bike.
Do you have the time/tools/aptitude/interest in doing the rehab? If you have a bike shop do the work, you will be upside down on the bike value wise. French BB and cottered cranks are always "interesting" to work on, and can usually be serviced. Replacement of these parts can be costly, due to the somewhat unique and obsolete sizing. But if you want to keep what is there, that should not be a problem.

Well I have actually never done much with a bike but I kind of what to learn about them and how to repair them. So I guess I'm looking for something low-end to experiment on. I don't really have any tools but their is a LBS that I can work in. Any suggestions? Thank you very much.

Old Peugeots are decent bikes, they ride really well and are reasonably easy to work on.
I'd say it's well worth $30.00, even $50.00 is a steal if it's complete and in repairable condition.

Go for it! My first rebuild was my 1975 Peugeot UO8 (similar bike), that I had bought new, but had neglected/ignored for 30 years.
