Classic & Vintage - are parts for downtube shifters interchangeable?

now I'm talking friction shifting, not indexed, just to get it clear. I have these shifter arms and and screws to attach them to the frame, but nothing else

The rear derailleur pulley cage should not be in that position with the spring at rest.

It looks like you're missing the pieces that go between the shift levers and the frame - they're curved on the frame side and flat on the other side and they have the lever stops molded in. I'd guess they're not interchangeable.

that's what I was thinking, but I took it apart and for some reason I just can't figure out how to put it in the "correct" position.

I also found this picture of a super record derailleur in the position mine is in, but that's probably from the chain/gearing. If anybody has any info on that let me know again!

ive seen other downtube shifters, but what I meant was if the washers, lever stops etc. can be used for the shifter arms here, thanks for the input though:)

You can't really go by a derailleur that is in use like that one. Here is a picture of a Nuovo Gran sport derailleur that I had. It is the same basic shape as a Nuovo record and shows where the cage should be.

I'd imagine you would only be able to use campy parts to complete the shift lever setup without issues. The diameter and conical shapes/angles will be different between brands and models.

If memory serves, it appears that you are missing (for each side) two plastic bushings - one outside and one inside the lever surface, plus a special metal plate - circular with a square hole (that fits on the shifter boss) and a lever "stop" tab.

... and the RD definitely needs some attention. It looks like the pulley spring is either broken or the tab has popped out of its hole.

good news! Ran down to my local bike shop and turns out it's a simple fix! 1 minute and ten dollars later i have a perfectly working derailleur!
and front derailleur!

worth the 35 dollars i spent for both!

Those shifters were widely copied. I've used Zeus, Ofmega, and Gian Robert parts pretty much interchangeably with them. Here's an exploded diagram of the parts:
