As suggested in this thread (http://www.bikeforums.net/showthread.php?t=69193&page=2), why not make the rules easier to find after registration is complete? Could you put them at the bottom of each page?
Hmmm perhaps sticking a link in the
Logout - Mark All Forums Read - Calendar - Members List - Search The Forums - View New Posts line would help out

The header is designed for 800 x 600 resolutions, I cant stick much more in, without taking something out. Maybe the calendar, that is under-used :)

Pfft WHAT 800x600? What is this 1920's? Everyone uses at least 1280x1024!

Why not stick it at the bottom, beside the Copyright blah blah ? This is the common location for this type of stuff and since that already appears on every page, it should just mean fixing one area of code (create the link). Oh.. and it's 2004 last time I checked. :)

Or underneath the "need help?" at the top? You could give the top half to "need help" and the bottom to "forum rules."
Edit: You could also add it as a forum under "News & Suggestions" or "Community Connections."
