The tip came off the presta valve of a tubular tire. Is there anything that can be done or is the tire a waste?

If you're talking about the small nut and valve stem sticking up out of the valve, don't sweat it. At anything above 50psi (or maybe even lower) air pressure inside the valve keeps it closed, so the tire is perfectly functional. Breaking stems off was very common back in the day of Silca pumps w/o thumblocks where if you slipped there went the valve. The only issue was that everybody knew you were a klutz.
The only problems with a broken stem are that you cannot check pressure with a hand gauge, and if the valve tends to stick closed, you'll need a nail or bobby pin to "burp" it before pumping. Other than that all is OK, but you might want to put plastic caps on both your valves to hide your embarrassment.

Many, but not all do. I took it for granted that the OP's didn't, otherwise he would have simply replaced it rather than asking if he needs to discard the tire.
Maybe I took too much for granted, if the tire has a replaceable core, the OP can either replace it or live with the broken stem at his option.

Normally is issue here, some did some did not, both rather normal .
Newer tires which may be used with deep V aero profile rims need longer stems.
so extensions are offered that screw in and the valve core is shifted to the end of the extension.
