restoring a 1990 Haro Impasse MTB and inside dia of head tube is 1 3/16ths. I know this is an irregular size. Is anyone aware of Haro using an irregular head tube size during this period, or is it just going to be a loose fitting 1 1/8 headset?

30.2mm is the normal size for a 1" standard headset. Can you get a more accurate measure than 1 3/16th?

the inside of your headtube? or your steerer? what size wrench did you use to take it apart? 32 or 36?

Don't confuse nominal headset sizes which are by fork steerer diameter, with the inside dimension of head tubes they fit. Obviously the head tube must be bigger than the nominal size to allow for the thickness of the pressed in cups and clearance for the steerer.

Here's a link to a list of standard headset dimensions published by Sheldon Brown (http://www.sheldonbrown.com/cribsheet-headsets.html). I'm sure your Haro isn't an oddball and matches one of those listed there.
