I would use a quill adapter and install a thread less stem that meets your dimensions.This will give you a lot of options both in 26.0 and the new over size 31.8 In 26.0 Profile does have a stem with a longer than average quill shaft length to get the height you want, but not real sexy looking and maybe Salsa as well.

How much did you intend to raise the handlebar?
Be sure to consider that as you raise the stem it also effectively moves the reach to the handlebar "back" - toward the rider. So, when ordering a new stem, you want to be sure of the length of the extension (the distance to the handlebar).
I suppose one way to determine a comfortable fit would be to temporarily lower the seatpost to where the stem would be positioned where you would wish it to eventually rest, relative to the saddle height, that is. Then consider whether you need a longer or shorter forward reach for your ideal stem.
As for conventional quill stems. Nitto's Technomic "Deluxe" stems will offer you a greater amount of vertical rise than most any other marques or models - perhaps even if you hope to raise the handlebars to near level with your saddle as shown in the photo. These stems are beautifully made and very strong. Rivendell seems to be the most consistent source for these stems but they are often found on eBay and elsewhere for less. http://www.rivbike.com/products/show/nitto-technomic-deluxe/16-044 Their Nitto "Standard" models offer even greater height, but the selection of this stem model with 26.0 bar clamp openings seem to be more limited. http://www.rivbike.com/products/show/nitto-technomic-standard/16-047
Velo-Orange offers a nice threadless-style quill adapter which will allow you to use a variety of modern style stems. Theirs are very shiny and beautifully finished. :) But, the height is not that great if you need a considerable increase. http://store.velo-orange.com/index.php/vo-threadless-stem-adaptor.html As NWBIKEMAN mentioned, there are probably quite a few high-rise adapters out there which you can look for elsewhere, so it might be worthwhile to have your local bike shop browse through their wholesale catalogs. :thumb:
Some advantages for choosing this style would include: 1.) the ease of swapping out stems of differing lengths,... 2.) modern stems have 2-part open fronts which simply bolt down over the center of a handlebar - without the need for removing bar tape and levers, etc.... 3.) the availability of countless modern stems... and, 4.) there are a great variety of different stem angles to choose from... everywhere from -17 degrees (which would make it level to a top tube) to very steep angles to further increase the final rise of your handlebar.
Although the actual stem portions are typically very light in weight, this option would not really save you much if any weight because the heavy quill adapter portion still has to be factored in. You'd also have the cost of two individual pieces to consider.
