what is the shortest quill stem or what can you get? i am looking on ebay.... i need a short one for my univega viva touring.

I am using a beach bicycle stem, Which has the bar above the stealer tube,, handles good... but i guess its called a 0" quill?

When you say short do you mean the stem part that goes into the head tube, or are you referring to it's reach?
A short stem, or short length can be made by simply pushing the stem that you now have further into the head tube. A short reach stem of 50mm are difficult to find but Nitto still makes one or two.

Be very careful when doing so, particularly with a small framed bicycle. Pushing the stem too far, into the steering tube of the fork, will allow the stem wedge to bottom out. If that happens, it will be impossible to knock it loose, allowing the wedge fit to free up. I know all about this since it has happened to me.

Thanks Randyjawa; I forgot to mention that in my post. Most, BUT NOT ALL, stems if factory will not have an issue with this problem, but your right because it can and does happen.
If the poster doesn't already know this, when you loosen the stem bolt you need to put a block of wood on top of the bolt before lightly tapping it with a hammer to knock it free. Or use a rubber mallet. Don't hit it too hard or you could end up again unable to pull the stem out due to the wedge getting jammed. The stem bolt will drop about 1/8th to 1/4th of an inch when it frees up.
