I was not aware that bianchi made a pista with reynolds 531 tubing a few years back is that correct? and also do you know what years and colors it came in?

i dont believe that is true, i have an 06 and 07, and they both have "bianchi chromo-lite" tubing, a friend of mine has a 99 pista (last celeste one)
it also has the same exact chromolite decal that my pistas have. any of the older pistas i have seen had columbus tubing.

that is a 2001, has the same exact tubing that mine have and my friends 99, looks like they just peeled off the chromolite decal, which should be on the down tube next to the bottom bracket.

Yeah, according to Bikepedia, it's actually "Reynolds 520", which is just a fancy way of saying 4130:

Owner *claims* that it is 531, but I don't see any of the expected decals to indicate this.
N.B. Presence of 531 decals is not definitive proof that 531 tubing was used, but absence of 531 decals (or remnants thereof) are highly suggestive that 531 tubing was not used.

531 has been out of mass production for a looooong time. In general, I don't think you're going to see any mass-produced 531 frames newer than the... early 80s or so? And they're all going to be lugged or fillet brazed, not welded.

my bianchi was handmade in italy with Dedacciai tubing yet says chromolite on the TT
What about vintage lugged Pistas?They exist (here's one (http://www.bulgier.net/pics/bike/Catalogs/Bianchi-86/3.jpg), for example), but I think as you start getting back into that era, you're more likely to see Columbus tubing than Reynolds.

Old Pista looks great and really short stays.That thing is serious business. No clearance anywhere. Seat tube, downtube, fork, or brake seatstay bridge. Those are probably 19c tubulars, too.

ive seen several bianchis that have celeste main tubes with black stays and fork, but that is the only one i have seen in that configuration. i wouldnt mind owning one...

Both frame and fork are made with cromor.

Not exactly. "4130" just describes the metal and says nothing about the tubing so if a frame is listed as being 4130 with no mention of "double-butted" then it is likely straight gauge tubing. Reynolds 520 is always double-butted 4130.

I was told by the previous owner of my ~81 ecopista that it was made of columbus sp, but I also remember seeing one similar to mine on ebay in which the seller claimed they (ecos) were all made of aelle tubing. So I'm not sure but I do know it rides nice!

well if it were really made of 531, and that was provable, I think it would matter a lot more than the weight differential.
