If you have taken off the bars and stem, it should pull right through. If not, take a mallet and tap it out. Can you post a pic of it?

here are some pics i just took them with my cell. the malet thing didnt work there seems to be something holding it. in the second pic you can kind of see something. i just think that im being to gentle on it and theres something i have to do with force. im just trying to get it right.
thanks

That looks to be the compression ring to the bearing. I have a 2006 Haro Sport and it looks exactly like mine. I think you need to use a little bit more force with the mallet.

Are you planning to use this headset again? Are you just swapping out forks?

i am planning to use the headset again. i am just painting the forks and it would be easyer to take them off. so all i can do is hit it harder? or is there a different way?

If you cannot just pull the headset off with your hands, hit the top of the fork a little harder. I use a rubber mallet or put something inbetween the fork and the hammer like a block of wood to keep from damaging the fork when hitting it.

This. It should eventually move the compression ring far enough up the fork, that you can take it off by hand.
