Potomac Pedalers, lots of rides, every weekend.

Every Saturday they run a ride out of Belle Haven to Mount Vernon and the neighborhood north of Belvoir. Has some good hills.
Many of the local bike shops also run rides.

The Baltimore Bicycling Club (http://www.baltobikeclub.org) runs weekend rides in various locations throughout the winter.

Out in NoVA-land, Bike Lane in Reston Town Center has a weekend shop ride. Reston Bike Club has a Sat AM ride that leaves from W&OD MP 21 (Crestview, near Herndon-Sterling line). Based on when I see them, I think that ride goes at 10, vs 9AM in the summer.
