Is this the wrong description.. this should read for a FREEWHEEL?

That is a cassette remover, there's also a freewheel remover which is slightly different. I think the splines are the same and it's more an issue of depth, but I'm not 100% sure except that there are 2 different tools.

In Park's line they are FR-1 for freewheels and FR-5 for cassettes.

Yes, they are two different tools. The cassette lockring tool has slightly taller splines then the freewheel remover and is about 0.035" larger in diameter overall. Also the frewheel tool is about twice as "tall" as the lockring tool. The freewheel remover can be used to remove lockrings if they aren't on very tight but it's a bit tenuous. I assume, but never tried it, that the lockring tool won't fit into a freewheel.
