Those are Dave's Terraplane seatstays. Yes, they contribute to ride quality, but comfort is not the primary goal. Read about them in part II of his interview on Red Kite Prayer (http://redkiteprayer.com/?p=1772).

M21: Dave is on my short-list of builders for my second handbuilt bike. IMHO, you made a fine choice. Enjoy!

It weighs 18.42 lbs. The Bars are the only carbon components the rest is all alloy!
The frame is Dave's JK Special.

Lugged alloy? I thought the tubing looked like steel.

I think he means the other components are aluminum, not the frame.
