I am a road cyclist...current setup in the cold is polypro glove liners and long-fingered "winter" gloves (both from Performance).

This works well for temps down to approx 25 F. I also have a set of "lobster claw" glove covers (sort of like a windbreaker to wear OVER the gloves) but when temps get to 20F or lower even these don't work well, plus the 3rd layer makes me feel too far removed from shifting/riding the bike.

Anyway I am interested in an inexpensive pair of mittens (maybe ski mittens) for temps between 10F and 25F. I have looked around at WalMart etc but it seems that they only have mittens for kids, or the ones for adults are not windproof.

Any suggestions?

Try Cabelas they had some on sale recently:

These are so cheap you can experiment with them. It works best if all the layers can be removed from the shell for drying. Something this cheap you can take apart and use at least the shell and maybe the liner. Also, if you have large hands Cabela's often has XXL size in some models.

I wear the mitten shells (similar to linked above) with polypro full finger liners, my regular summer riding gloves and a snotspot (http://www.snotspotgear.com/product.html) for nose issues . If its really cold, I put a chemical warmer in the mittens too. I've used this set up to below zero!
