Hi,
I just got a steel bike with a new carbon fiber seatpost. I installed the post and when I sat on it, the post twisted a bit. I loosened the nut and pulled the post out a bit. I noticed that there was a slight bit of flaking of white stuff. It is almost like there is a film of something on the post. Is this normal? Should I be concerned? Thanks for any advice.

The flaking "white stuff" is most likely the clearcoat so as long as the underlying structural carbon fibers aren't harmed, the post should be ok. There is a gritty grease known as "Assembly Paste" that's recommended for use on carbon fiber components such as seatposts and steerers to prevent slipping without requiring excessive tightening of the clamp bolts.
