Need some advice - I have Cinneli handlebars from 1997 and I want to replace my stem - going from 130mm to 120 mm. I have looked at a few of the posts and it seems that the handlebars will require a 26.4mm quill stem.
1. Does anyone have a site to purchase a quill for a 25.4?
2. Can I just push the handlebars onto the stem instead of taking off all the tape, cables etc?

Nitto makes a road stem in 25.4 with a longer shaft to raise bars. Older quill mountain bike stem is also 25.4, I like Salsa stems because of the various angles they have. You need to remove 1 side of tape and lever to replace stem.

Were they still on 26.4 as late as 1997? Seemed like they dropped 'em earlier than that.
1. (assuming you meant 26.4) eBay, craigslist.
2. No. You'll have to strip the tape and lever off of at least one side of your bar. I don't think there were ever any 26.4 removable faceplate stems, which you'd need to avoid having to do that for further stem swaps.

Do you have a cheap dial caliper? You can pick up stainless steel versions for abou $20 and are invaluable.
Your stem most likey is 22.2 mm in diameter where it goes into the steer tube. If you have one of the fabric / sewing type tape measures, wrap it around the bottom of the stem and wrap it around the fat part of the handle bar. Take each number and divide by 3.14 and that will give you the diameters.
Circumference / Diameter = 3.14 or PI, so Diameter = Circumference / 3.14

Your ideal solution would be the correct Cinelli stem: http://cgi.ebay.com/Vintage-Cinelli-1A-Quill-Stem-26-4-120mm-/150542717801?pt=Cycling_Parts_Accessories&hash=item230d0b9369

has a lot of quill stems. The seller gives excellent information on each, how it fits, diameter, condition, etc.
