I've recently heard of two decent quality older steel frames with a broken rear dropout or derailleur hanger broken off. Is this fixable? If so how should it be fixed and what would be a reasonable cost?
I'm assuming the damaged dropout would have to be cut off and a new one welded or brazed into place (obviously I'm no welder and dont plan to do this myself).

Should be a piece of cake for a framebuilder. Go ask the framebuilder forum for a referral in your area.

yes , removing the broken one and replacing it with a new one is what you need to do.
I don't know the local costs , where you live , step 1 find someone that can and will do it ..
The type of dropout can be changed too.. I got a frame with 1 broken vertical dropout, so got both changed to a horizontal long slot type
to have a chain tension adjustment potential ... for IG hubs.
