I was wondering if I need to use a lockring when installing the cog to my hub?

A freewheel does not require a lock ring. A track cog does.

fixed = yes
if its free (freewheel) = no
(you can skip the lockring on a fixed hub, but there is a very big chance your cog will de-thread itself when you try to stop/slow down, falling off the hub and causing a catostophic loss of control, you would be taken for a very wild ride, until you hit something and sopped)

Other question if you do not mind, my steerer tube is taller than my stem/handle bar, should I just cut the top (after adding spacers)?

Yes steerer tubes are intended to be cut.
You might have a shop do this for you, they shouldn't charge more than fifteen bucks or so.
