I'm going to do my first bike race this year. I'll be doing the Tour of Kensington Valley, and the Milford Criterium. Both in Milford, MI.

What I'm wondering is this: my bike is close to 12 lbs. Do I have to worry about getting up to 14 lbs or whatever the minimum weight limit is? Do local races follow those UCI or whatever rules?

I wouldn't worry about it unless you are racing a P/1 race or are racing in an event overseen by UCI.
What I would worry about more is with a bike that weight durability can be an issue and I would worry about cracking/snapping something. There is a reason that UCI and most pro riders have weight limits on their bikes, yes they are faster but also safer.

Well, in the 13 cat-5 races I did last year, nobody ever weighed my bike. Then again, I doubt my bike, with mostly 105 parts and cheap OEM wheels drew too much suspicion.

I can't imagine anyone weighing bikes for a cat 5 race.

More importantly, are there any climbs in the Tour of Kensington Valley where a 12lb bike might help? Otherwise, I'd worry more about making sure the engine is in good shape.

I wouldn't race a 12 lb bike in a Cat 5 race. Hell, I wouldn't race it period. Fragile and way too expensive for me to wreck. I'd rather race a 16 lb bike, unless someone else is paying the bills (and I don't mean your mother).

There are no climbs in the race, a couple of rollers, but a light bike won't give any advantage in that race

There's no way I'd race a 12lb bike. It would snap under the massive power of my enormous guads. Or crumple under my fat ass. Whichever occurs first.
