I have there handlebars I bought for my Nova Downtube http://www.thorusa.com/dahon/accessories/handlebar.htm that I want to use with another bike I have , that has a " conventional stem " as opposed the one used for the downtube nova 28.6mm (OD) 25.4mm (ID) 400mm

Would this be problem or is would any stem pretty much fit ( recommendations welcomed )

I just checked their site,Downtube , and it is the same size handle bar diameter. Not a problem. Post a photo when done.
