Is the 105 5700 STI cables designed for BOTH cables to be routed under tape in front of bar(facing road)?

You might want to ask the mods to transfer this to the mechanic's forum. I think you'll get the best feedback there.
The shift cable can be routed to either the front of the bar or the back, depending on which way you route the cable out of the "Y" under the back of the hood. There's an explanation and drawing on the installation instruction sheet in Step 3 under "Installation of the shifting cable".

It's tough to tell from the drawing, but as soon as you peel back the hoods, it will be perfectly obvious.
