He was riding on the sidewalk but it looks like harsh punishment....

That's bad... but we've been saddled with getting $270 tickets for not stopping at red lights in Central Park.... when the park is empty. Cycling in the city is taking a beating...

According to the article, "he was confronted by two uniformed cops who threatened to give him a ticket but let him go. Cartagena encountered the cops again inside the deli and exchanged testy words, leading the officers to take him into custody"
You can hardly blame the cops for threatening to give him a ticket for riding on the sidewalk. Anyway, then they let him go. What's the problem?
The question is what happened afterwords. In general, I think, mouthing off to cops is a kinda dumb.

I agree. I'm also of the opinion that the beat cops are total morons, typically. I actually have friends that are in the upper echelon of the NYPD, riding buddies all, and they tend to agree with me.
That said, it is illegal to ride a bike on the sidewalk in NYC and if you're over the age of 14 you deserve a ticket. In the case cited by the OP the guy was given a warning and then was stupid enough to "have words" with the officers afterward ?. Is he a total idiot ?, or what.
And then the cops beat the crap out of him ?. So everybody's acting like morons in this instance and if the video shows the cops using too much force, it's By, By !.

It's a pretty sad state of affairs when someone getting beat up by the police because he dared to exchange words is told he was asking for it. One would hope that we could hold those charged with maintaining order and enforcing the law to a higher standard than a common drunk. One would hope even more that citizens would have the good sense to at least show a bit of outrage when those very people abuse their power.
