Touring - Cheap Saddlebag Rack?

Cheapest I could find was the Carradice Bagman Standard Sport Saddle Bag at wiggle.com for $39.50. I also saw one at rivendell for $34 but its a bit to small.
Anybody know where I could get one cheaper?
Or better yet how to make one!

aluminum bar stock form ACE hardware, bent into a loop, dippied in plasti-dip and hose-clamped to your seatpost?
havent done this, but its how id start to try to make one.

Since I'm "thrifty" I shop a lot for stuff and one conclusion I came to with the rack was that quality was more important than cheap. Cheap panniers might be a pain but a broken rack under load would suck. I made sure I got a solid rack.
