Looks like a Cannondale 3.0 or 2.8 road frame.
And it is for sale on ATL CL for 35 bucks.

Guy knows nothing about. He lives close to me so I'm looking to go measure it soon. Just trying to get a rough idea of what it is. I don't even know if it's a mountain or road frame.

I'd be highly skeptical of a lone cannondale road frame from that era which has been in the hands of someone who knows nothing about it. They are not the most robust frames and crack easily when subject to non-intended use and storage.
I think it is a MTB frame - canti studs.
Looks to me around '92 was when they had the seatstay junction way ahead of the dropout and the split seatstay tube wrap on the joint:
