I've searched and these are supposed to be lower end bikes. But it also has forged dropouts and nice lugs, which to my limited knowledge is a good indicator of quality. This one is probably overpriced at $95, but what is a good price?

Some of those components are alright, but beware of missing pieces, like the rear derailleur upper (mounting) bolt. The lugs and crown are still a little cheesy, but if you can measure the OD of the seatpost you can get a better handle on the tubing quality (bu I don't see it in your pics).

Are the rims aluminum or steel?

The seatpost and seat aren't there. The rims are Araya 27" x 1 1/4" clinchers.

I have had a couple of Kuwahara Concords flips from that era and they were nice riding bikes - at least as good as, and similar to a mid-eighties LeTour. If all the parts are there this is not a bad price. (Not flip fodder, but a decent price for a rider.)

From what I've read, the Kuwahara Concords were built in the 1980s and this is a 1970s bike.

Looks like someone added the Pro 1 logo. Its a little too cheesy to be original. Looks like stick on lettering from Hobby Lobby.

I have a mid 1970s Kuwahara built Concord, head badge looks identical.

If the condition of the paint was better, I might be interested.

I'm assuming it would be worth less if it weren't Pro-I? I couldn't find any pictures of this bike so I can't compare the logo to anything.
I was thinking the same thing with the paint, but this looks like it's in the best possible condition, post-cleaning. Looks like there is some rust on it too. Would need too many things for it to be worth it. It's a shame because I kind of like the frame.

I was hoping I had stumbled onto an undiscovered treasure or something.

I would have offered $50 and gone up to $75....no more.......you need $75 more just to get it rideable...........would be a real looker once cleaned and detailed....

Found a pic of one of my Concord flips. - As I say, it rode quite comfortably and it made a nice appearance.

Same head badge - but stamped DO's and lesser components than what is on that white one.
