After repacking the hub the axle still has vertical play on the drive side. After adjusting the cones I can move the axle around inside the freehub body. If I turn the axle it feels rough but if I pull on it from the drive side or push on it non-drive side it will turn smoothly. I don't know what to make of this. I have overhauled a number of hubs, but this is my first one with a freehub. Help! :)

Did you remove the freehub body during the overhaul? If so, did you tighten the hollow hex bolt that holds it in place adequately and did you replace the thin shim washer behind the body?
Finally are you sure you added the correct number of the right size bearings to each side?

I didn't remove the freehub body and I added the same number of 1/4" bearings that I took out.

Probably left something in the hub or incorrect # of bearings. **** i'm really hungover.
