I am really confused. I would like to replace my 7-speed shimano MF TZ21 14-28t gearing with a 11-28t gearing. However, I am not sure whether I have a freeewheel or a cassette. Mine is identical to this one:

Will the shimano HG-30 11-28t or HG-70 11-28t fit my setup?

freewheel

Correct, it's a freewheel and any Shimano 7-speed freewheel will replace it. If you have friction shifting then any make 6 or 7-speed freewheel will replace it.

"MF" = multiple freewheel
"CS" = cassette system
Sometimes Shimano makes a lot of sense.

I don't think you'll find a freewheel that goes down to 11 teeth.

Shimano used to make the MF-HG50 -7 in an 11-28 and an 11-34... I would love to find a few of these 11-28 versions.

Suntour also made what is now a very rare freewheel with an 11 tooth cog.

Thanks to everyone who replied. For now I am keeping my freewheel but changing the chainring from 46T to 60T (It's a 7-speed folding bike).
