What is the use or advantage of this brake lever? Where, and on what type of bars, is it placed?

It is used next to the stem on fixies or single speeds to offer the rider the ability to use one brake with either his left or right hand.

If you read that article, you see that Dia Compe says it is a "sub braking" lever for track bikes and should not be used as the sole means to slow a bike.
