This week, Altman will release an ambitious new universal remote: the Car-B-Gone. The new invention works something like the TV-B-Gone, but instead of spoofing IR codes, it sends out RF (radio frequency) pulses, and instead of switching off televisions, it unlocks cars and opens garage doors.

And it's small enough to fit onto my Bikes At Work trailer.
I just hope the actual retail model will be small enough to mount on a bike!

It seems worthless unless it comes with a way to also start the cars so that people can take them away. His device is sort of a not-in-my-backyard device. Car thieves just take the cars to be either torn apart (where the parts get reused) or sold to another person who will drive it. Without a way to remove the cars he may as well have just created an EMP device to immobilize the cars.
There is actually a threat to our civilization that is related to this story. Our sun regularly emits gigantic blasts of energy called coronal mass ejections (CME). Sometimes they head toward Earth. If ever a big one comes directly towards our planet, all unshielded electronics will be made useless. That includes automobiles. In addition, all power stations will be toast which means real anarchy will ensue within a week.
There is a way to protect your personal electronics. You need to keep them within a Faraday Cage. It is a specially designed metal box that prevents EMPs from getting to your electrical devices, but; if you don't have a way to power them then the cage wont do you any good after the fact.

Shouldn't I consider lining the inside of my helmet with tin foil before I get one of these?

Nonono! That's what they want you to do.
See this: On the Effectiveness of Aluminum Foil Helmets: An Empirical Study (http://berkeley.intel-research.net/arahimi/helmet/)
Conclusion
The helmets amplify frequency bands that coincide with those allocated to the US government between 1.2 Ghz and 1.4 Ghz.
