hey. fairly soon i'm going to be building a cross bike from a road frame. I'm getting a frame free from a bike workshop. It will likely be a 60+cm (I'm 6'5") sakei in the 1980's year class. The shop is providing a lot of old used parts, but I'm probably going to upgrade a few of my own. here's what I'm thinking so far

Frame: leave everything stock
bars: drop, as wide as I can find
Shifters: bar ends, see what the shop has but maybe some bar-cons
Brakes: I think I'm gunna go tektro RX6 mini-v with RL520 levers (are there levers designed for mini-v's that are meant to be use for riding upright?)
wheels: the lightest 700c that the shop will give me and can fit bigger tires
tires: 32c or as big as the fork will fit
gearing: can anyone recomend anything here (bike will be used for non competative cross and commuting)
pedals: again, as light as I can find in the shop, alloy if possible
derailuer f&b: there a lot of these around the shop, so i really don't know
Hubs: again, no clue just yet

I'm looking for parts with lightness, performance and reliabilty, but they have to be inexpensive. I'm on a tight college budget.

Yeah, around here, we'd probably recommend converting it to a tall bike, or maybe chop it.
