I completely unscrewed the end cap (Which I now realize was wrong to do) and the plastic wedge that the end cap screws into fell deeper into the bar. I tried fishing them out but only managed to push it around the bend in the drop bar. Is there anyway to fish out? It is not rattling I guess I could just put another end plug on the handle bar and leave it in there but its a little frustrating realizing it is in there.

Take out the other plug and try compressed air, or water hose to push it out.
Alternatively, a drain-cleaning "snake".

Pour drano into the bar. Wait until plastic is disolved. Flush out with copious amounts of water.

Hey! I'm only kidding! (It might actually work....but I have no idea what drano will do to the inside of the bar - probably nothing good.)

Push anything flexible through the bar from the other end. If you have a section of brake cable housing that will do fine. Or drop a marble or nut in from the other end, turn the bar so that gravity brings it to the plug and shake up and down.

Draino will indeed get the plug out. It will dissolve the bar and then the plug will be easy to retrieve.
