Singlespeed & Fixed Gear - Worth Building Up?

Saw this Araya frame on CL and immediately thought 'build up'. Assuming those chips and markings are just paint, thoughts?

That looks like a pretty low end bike.As far as Hi-Ten,there are different grades,just like cro-mo.15G electro forged schwinns are anchors.So are many low end taiwanese frames from the end of the bike boom.My hi-ten shogun frame on the other hand weighs the same as my columbus tenax le tour luxe and the moto mirage i had weighed the same as my 4130 pake.

It's a low end bike, and in rather rough shape. I'd pay maybe $25 for it. Build it up into a cheap SS if you want, but don't bother with a new wheelset to make it FG.

If I saw it at the dump, I'd probably grab it... Rummage sale for $20, probably not.
