Yakking on the phone will prove to be harder to do when you are perched on any sort of wheels. Higher fines will encroach on the joys of using the road-even for the lowly cyclist. Perhaps we will be the safer for it-as the argument for it in the following article:

I ride my bike to NOT have to talk on my phone, my bike time is "me" time and I don't feel like I am missing out by waiting to return a call. But I don't feel like this law really needs to be applied to cyclist as there is less potential to be riding a 3k LB bike at 65mph. Is this less about the phone thing and more about the Ipod/mp3 player deal? Sorry If im just not informed.

As for cars, I guess when I see a person talking on their phone while driving I kind of assume that the person feels that their conversation is much more important then the people they could potentially run into, or the line of cars behind them.
