i have an old varsity frame that is in pretty good shape. What is a fair price to pay for a set of 27 inch steel wheels? I dont want to spend alot of money so i dont feel the need to go with alloy wheels.

Cheaper than tires and tubes in some cases. I got some Arayas from Craigslist for $40 - plus a wide-range freewheel. Didn't even have to cold-set the dropouts to switch to 6-speed on the old Grand Prix.

You should be able to pick up a set for free off the curb side. Seriously they have little if any value and as stated above the alloy wheels are relatively inexpensive. I have bought serveral mid 1980 schwinn ladies bike for $10, just for the alloy wheels and assorted other components.

For a used set of steel rimmed wheels, you might check out some bike shops if they are throwing some away and they might just hand them to you for free as trash as most of them will not feel good about selling them for any amount to a customer, specially the liability that it may expose them to.
