Bicycle Mechanics - Should I fix this Crack on Seat Stay?

I discovered this little (<1cm) crack on my frame's seat stay and was wondering if any repairs (welding) are necessary.

P.S. I am converting this frame into a fixed gear.

Maybe it's just my eyes, but I don't see a crack (i.e., separation). I see what appears to be a seatlug with a rather crudely brazed seatstay cap and some rust at the joint. I'm not that knowledgeable in frame construction, so my diagnosis or terminology may be lacking.

looks like the cap piece joint was a bit short on brass

but the seatstay to seat tube braze joint is still Ok.

Nothing a little JB Weld can't fix.

Unless parts are moving in relation to each other, I'd say that is just paint coming off, maybe on top of a less than stellar braze in the first place. If that's the case I'd monitor it somewhat but otherwise not do anything about it unless I was planning a repaint anyhow.

That's just sloppy brazing. It looks to be intact though, so no worries. If you're re-painting the frame, you could fill the gap with a little more brass but it's not worth bothering with until you're ready to repaint.
