I don't know if I am getting that old and forgetful, but I swear I posted something like this yesterday. Don't see it now though so hear it is.
I bought a couple of Discover Waterproof Pannier Liner bags from Nashbar. These things seem really nice. Coated 70d nylon construction with roll top closure and shoulder strap. Extrememly light and well made. The tag says lifetime warranty. I haven't tested them, but at $4.99 they sure seem like a good deal. Two sizes. I got the medium which looks good for smaller panniers and backpacks. I actually may use them in my rack trunk and handlebar bag as they don't take up much space.
