Tandem Cycling - arai brake working correctly

I have noticed that my drum brake when does not seem to slow our tandem very quickly. It feels like on flat ground I can overpower it with just my effort and accelerate. Is this working properly? Should it be a more powerful deceleration?

There should some spring tension on the arm even when the brake is fully off on the lever. Ie, never totally slack cable. Within a click or two if you are using an indexed lever, then the brake should start to engage. However, the wheel should spin freely when the brake is off. It's hard to lock up the rear with the Arai, but you should find it extemely hard to work against it.
