I changed out a 27x1 1/4 tire and put in a 27x1 1/8 tire. IS that ok? The new tire's original box states that it fits 1"

another thing... Every time I pedal, I hear a sort of a straining sound from either the chain or one of the wheel axles. This happens only when I just start to accelerate from stop, and only when I'm applying the most force on the pedal. I bought the bike used, and I've replaced the cog set as well as the chain. I asked people on here whether I should replace the front gears too, but apparently that's not the case. Maybe it's just sand in between the gear and the chain... but i'm looking for someone to shed some light on this too

Yes.

As for the noise, it could be a lot of things. If the chain is new it shouldn't be dirty or making noise. Is it a creaking noise? Noises are difficult to identify, especially online. It could be your pedals, crankset, BB, etc.

Unfortunately it could be a lot of things. First I'd check to make sure your crank is on tight, although that usually feels more like a clunking. Then I'd swap on some different pedals and see if it goes away. I've had pedals creak on me before.

If that doesn't work it might be your bottom bracket.

i agree, sounds like a bottom bracket issue
