Touring - Cannondale Pannier mounting

I recently purchased some Cannondale panniers. I'm not quite sure if I am installing them correctly. I put the hooks on the rear rack but am not exactly for sure what to do with the big spring that is on them. Do they have some way to securely attach at the bottom of the panniers or do they just flop around?
I know these are probably silly questions but I am a noob to the whole rack and pannier world. Thanks for any help on this.

I've been using the Cannondales for the past 30 years; I have metal hooks at the bottom of my Blackburn rack that sit between the bolt and the rack. The loop of the spring gets held by that hook and I stretch the spring until the top hooks sit on the top tube of the rack. Don't know if this makes much sense; I'll try and post a pic tonight.

Ok. I see what you are saying. Just realized I am missing one of the springs. The one pannier with the spring mounts securely using your directions. I just need to find a similar spring at the hardware store.
