Second post about this Leader 721tr frame..

My Leader Reaper fork fits nicely into the 721, but the dust guard doesn't sit on anything where the frame bearings meet the fork. This leaves a small space and a floppy dust guard.

Anyone know of a way to fill that space, or a piece I can put there that might fit a bit snugger?

No. You bought the wrong fork for that frame, as the standard-size crown doesn't match the oversized head tube.

So there's no way of making the two work together huh? Any suggestions on a fork for a 721, for someone with a budget (carbon forks right now are just a bit too price for me! Any suggestions on a good aluminum?)

As someone who currently rides a 721 with an aluminum fork, I recommend you keep saving a little longer and go for carbon.

Check ebay and Nashbar, you can get carbon forks with aluminum steerers pretty cheap.

But - unless you buy a carbon fork with an oversized crown, you'll have the same dilemma as the OP.

They do, but that has nothing to do with what we're talking about here.

As a rule, good carbon isn't cheap and cheap carbon isn't good.
