Is it supposed to change gears every time you use the coaster brake?

Can this be fixed, with parts available now? (assuming it should stay in the same gear.

Dunno. Having it downshift from second to first if you brake makes a certain amount of sense. Upshifting wouldn't make any sense at all. Is it doing both?

I used to have Stingrays with that hub...Mine always changed gears when braking too. I thought they were supposed to do that...

if your Bendix 2-speed kickback hub shifts everytime the brake is applied, it is doing what it was designed to do.

I agree the upshifting is a little wack. but really if your braking on a hill thats weird to downshift too.
