Im a beginner on bikes overall and wanted to ask some people that know.

I was wondering what is the best fork for 29er's for under 400$?

When upgrading a fork do you need spacers for it?

Will a tapered work on my bike? (link below)

You need a non-taper 1 1/8" fork. I've seen RS Reba 29 forks on ebay for $350-400.

Oh so tapered forks wont work on my bike? What do you think about RS recons? Is there a big difference? Whats the best performance/price fork?
